Venice is 61.4% aged 65 or older. Not the county, the city. For comparison, Florida as a whole is 22.8% and Pinellas County, which people think of as retirement territory, is 28.7%. The median age across the Venice census area is 65.4.

In a place like this the reverse mortgage question is rarely whether someone qualifies on age. It is which of three very different housing situations they are in: a site-built home in one of the large 55 plus golf communities, a condominium, or a manufactured home in one of the big age-restricted parks. Those three lead to three different answers.

The 55+ communities, and what to check in each

The Venice area has one of the densest concentrations of age-restricted housing in Florida. The largest include Plantation Golf and Country Club at about 2,600 homes, IslandWalk at West Villages at about 1,869, Grand Palm at about 1,700, BeachWalk by Manasota Key at about 1,675 and Sarasota National at about 1,600. Then Esplanade at Wellen Park at about 877, Boca Royale at about 850, Renaissance at West Villages at about 710, Venetian Falls at about 700, Brightmore at Wellen Park at about 649, Park Forest at about 440, Hammock Preserve at about 388, Foxwood at about 344, Bellacina by Casey Key at about 306 and Venice Woodlands at about 263.

Several of those sit in Wellen Park, North Port or Englewood rather than Venice city limits, which matters for the tax bill more than for the loan.

Across all of them the same three questions decide the file. Is the home site-built or manufactured. Is it a condominium or fee-simple single-family, because only the condominium route brings FHA project approval and Florida's milestone inspection rules with it. And what are the monthly dues, because those count as an ongoing property charge in a HECM financial assessment alongside taxes and insurance.

Manufactured home parks: Bay Indies, Venice Ranch and the rest

Venice has large, long-established age-restricted manufactured home communities, Bay Indies and Venice Ranch among the best known. For a reverse mortgage they are a different animal entirely from the golf communities above.

A manufactured home can qualify for an FHA reverse mortgage, but it needs all four of the following: a HUD label showing construction after 15 June 1976, a permanent foundation, classification as real property rather than personal property, and ownership of the land underneath rather than a lease. That last condition is what rules out most park residents, because the typical arrangement is owning the home and leasing the lot.

Resident-owned communities, where residents collectively purchased the park and each holds a share, are structured differently and some can work. It depends on the documents, so it is worth having someone read them rather than assuming the answer either way.

Storm exposure and the insurance obligation

Hurricane Milton produced about $57.5 million in damage inside the City of Venice alone, including 19 homes destroyed, as part of more than $440 million countywide. Milton made landfall just up the coast at Siesta Key as a Category 3 with a six to nine foot surge. Helene, two weeks before, added a preliminary $305 million across the unincorporated county.

A reverse mortgage removes your monthly mortgage payment. It does not remove your obligation to keep taxes paid, insurance in force, association dues current and the property maintained, and the loan can be called due if you fall behind on any of them. In a market with this much recent storm history, the hurricane deductible and whether flood coverage is in place belong at the front of the conversation, not the end.

Values, and why the FHA programme usually fits here

At a median sale price of $408,778 and a median owner-occupied value of $434,700, Venice sits comfortably inside the FHA ceiling of $1,249,125. Unlike Bird Key or Longboat Key up the coast, almost nobody here needs a private jumbo product to reach their own equity.

That is genuinely good news. The federally insured HECM carries FHA mortgage insurance and the borrower protections that come with it, including the non-recourse rule that means neither you nor your heirs owe more than the home is worth when the loan is repaid. Where a proprietary loan is the only option, those specific protections do not automatically apply. In Venice, for most people, they do.

Counseling for Venice borrowers

Federal rule 24 CFR 206.41 requires counseling with a HUD-approved agency independent of your lender before any HECM. No HUD-approved agency in Sarasota County carries the reverse mortgage counseling designation, so this will almost certainly be done by telephone, which HUD permits.

Questions we get from Venice homeowners

I live in Bay Indies. Can I get a reverse mortgage?

It depends on the land. A manufactured home needs a HUD label showing construction after 15 June 1976, a permanent foundation, classification as real property, and normally owned rather than leased land. Where residents lease the lot, which is the usual arrangement in these parks, a reverse mortgage is generally not available. Resident-owned structures are different and worth checking.

Does my golf community count as a condominium?

Some of the attached product does and some does not, and the distinction matters. If your home is a condominium the project has to be acceptable to FHA for a HECM, and buildings of three habitable storeys or more fall under Florida's milestone inspection and reserve study rules. A fee-simple single-family home in an HOA sits outside all of that.

My dues are quite high. Does that reduce what I can borrow?

Indirectly. Association dues count as an ongoing property charge alongside taxes and insurance, and a HECM financial assessment considers whether you can keep all of them current. Where the payment history is thin, a lender may set aside part of the loan to cover property charges, which reduces what you can draw but protects the loan and your position in it.

Is the FHA loan limit an issue in Venice?

For nearly everyone here, no. Venice's median sale price is about $408,778 against an FHA ceiling of $1,249,125, so the federally insured programme applies with its mortgage insurance and non-recourse protection. That is a better position than the barrier island markets up the coast where private jumbo loans are often the only route.

We took damage in Milton. Should we repair first?

Usually yes, or at least understand the scope first. The property has to appraise acceptably and be insurable, and unrepaired damage affects both. Where work is outstanding, a repair set-aside can sometimes fund it from the loan itself, so it is worth asking before you pay for everything out of savings.
