Tallahassee's published figures need a translation before they mean anything for this product. The city is 11.7% aged 65 or older with an owner-occupancy rate of 40.6%. Both numbers are dominated by the student population of two universities, and neither describes the homeowners we actually work with.
Leon County is the honest picture: 15.6% aged 65 or older and 52.6% owner-occupancy. Still younger than most of Florida, but a real market, and one with two genuine advantages. Insurance here is among the cheapest in the state at $2,538 a year, roughly 60% below Palm Beach. And there is a HUD-approved reverse mortgage counseling agency in the city itself, which most Florida markets cannot say.

Leon County millage is not published above. Two aggregators gave conflicting effective rates and the Property Appraiser publishes no rate table we could verify, so we have left it out rather than guess. Your own tax bill is what goes into the analysis. Figures are as published as of August 2026 and will move. Nothing here is an offer of credit or a quote for your property.
Why we use the county figures
Florida State University and Florida A&M University put tens of thousands of students inside Tallahassee's city limits, and the Census counts them. That is why city owner-occupancy reads 40.6% while the county reads 52.6%, and why the city looks twelve points younger than the county.
Neither figure is wrong, they simply measure different populations. For a reverse mortgage, which requires you to own and occupy the home as your principal residence, the county figures describe the relevant market. Anyone quoting you the city's 11.7% senior share as evidence that this is not a reverse mortgage market has misread the data.
One of the cheapest markets in the state to carry
Leon County averaged $2,538 a year for homeowners insurance in the state regulator's July 2026 report. Compare that with Monroe at $7,863, Palm Beach at $6,323, Broward at $6,136 and Miami-Dade at $5,975. Leon sits alongside the inland central Florida counties, Marion at $2,191 and Sumter at $2,105, and below Duval at $2,786.
That matters more than it might appear. A reverse mortgage requires insurance to stay in force for the whole life of the loan, and a HECM financial assessment weighs whether you can keep insurance, taxes and any association dues current. A household that would be marginal in Broward on the same income can be comfortable here purely because the carrying cost is lower.
A small 55+ market, and mostly ordinary houses
Tallahassee has a thin age-restricted market compared with peninsular Florida. Camellia Oaks is documented as the city's first 55 plus community, a cottage-style development, and there is no Del Webb scale product in Leon County. We are not publishing a unit count for it because we could not verify one.
In practice that means most reverse mortgages here are on ordinary single-family homes in ordinary neighbourhoods. No condominium association, no FHA project approval requirement, no milestone inspection, no structural reserve study. The questions are the plain ones: the age of the youngest borrower, the equity, the condition of the home at appraisal, and whether taxes and insurance can be kept current.
Where a property is a condominium, the usual rules apply. A HECM requires the project to be acceptable to FHA, checkable at HUD's condominium search, and buildings of three habitable storeys or more fall under Florida's inspection requirements regardless of how far inland they sit.
Storm exposure, and what we could not confirm
Leon County has been affected by Hermine in 2016, Michael in 2018, Idalia in 2023 and Helene in 2024. What we could not find is county-level damage or insured-loss data for Leon from any of them. The National Weather Service Helene summary records 12 to 14 inches of rain west of Tallahassee but no Leon County peak gust, outage count or damage figure, because the measurements concentrate on the landfall zone further west.
Rather than repeat figures we cannot source, we will say what is verifiable: this is an inland county, its insurance premiums are among the lowest in Florida, and the tree canopy that makes Tallahassee attractive is also what produces the wind damage and outages residents here know about. Your own claims history and your roof's condition are what actually matter to the file.
Counseling, and a local agency
Federal rule 24 CFR 206.41 requires counseling with a HUD-approved agency independent of your lender before any HECM. Tallahassee has something most Florida markets do not: a local HUD-approved agency listed for reverse mortgage counseling. Tallahassee Lenders Consortium, at 224 Office Plaza, is at (850) 222-6609.

The state milestone inspection applies to condominium and cooperative buildings of three habitable storeys or more anywhere in Florida, so yes where the building qualifies. The 25-year coastal trigger does not apply here, and most Tallahassee reverse mortgages are on single-family homes where none of it is relevant.
